PATRIOT ACT SEARCHES: The House on July 22 voted to repeal, 309 for
and 118 against, a section of the post-nine-eleven USA Patriot Act
that permits the Justice Department and spy agencies such as the
CIA to conduct searches of homes in the United States without
telling occupants of the intrusion until later. The repeal was
added to a fiscal 2004 appropriations bill (HR 2799) for the
departments of State, Justice and Commerce and other agencies. More
than 47 such searches have been conducted since nine-eleven,
according to debate. If the Senate goes along, the repeal would
last until the appropriations bill expires on Sept. 30, 2004.

Dennis Kucinich, D-Ohio, said: "Notice with a warrant is a crucial
check on the government's power. It forces authorities to operate
in the open. It allows citizens to protect their constitutional
rights."

Frank Wolf, R-Va., said: "I do not think it would be appropriate to
amend the Patriot Act without having extensive and deep debate."

A yes vote backed repeal.
