A yes vote was to send the bill to the Senate, where it was dead on arrival.

Voting 245 for and 174 against, the House on Jan. 7, 2016, passed a bill (HR 1155) that would establish a commission with a $6 million annual budget and subpoena power to review federal regulations and target for repeal those judged to be outdated and overly costly to the economy. The bill's cost-benefit analyses would measure the economic impact of federal rules on companies but not the cost to the public if a rule were to be repealed. Also under the bill, agencies could not adopt a new regulations without repealing existing ones to offset the cost. The executive branch issues several hundred new regulations each year to implement laws passed by Congress.

Jason Chaffetz, R-Utah, said: "We are asking for a bipartisan group of people to go back and review things. I think it would be naive at best to think that things that were added as regulations in the 1940s or the 1950s are...necessary today."

Gerald Connolly, D-Va., said Republicans "conveniently fail to mention any of the health or safety benefits of regulation....That is a difficult thing to talk about, that there actually could be benefits to public health by cleaner air and cleaner water."
